BAD dark circles and puffy eyes!!?

Ok, I'm 13 and I have REALLY BAD dark under eye circles and bags. Concealer doesn't work. How can I get rid of them?? (Not just covered up but make them actually go away.) Oh, and they are hereditary. Thanks! (:
