Comcast can legally shut off internet because of multiple IP adresses?

Ummm, no. I'm uming you have your internet connection going to a router with all your devices connected to that. That's called home networking. You still technically only have 1 IP, it's just being shared with the router. If they're shutting you off for this, it's illegal.
